Shredded brown papers that are being used in grocery bags are perfect enough; just do not forget to discard the glued parts. You can also use a shredded corrugated carton box, or any shredded computer paper. However, be aware that the ink on the computer paper may pose some harm to your pet; if possible avoid papers with ink on it.
By all means never use cedar shavings for your dwarf hamster. The volatile oils found in the cedar shavings can cause respiratory problems to your pet. Pine shavings too can cause kidney, liver and respiratory ailments to them which may eventually lead to death. The rule of thumb when selecting shavings for your hamster is the smell. Smell the shavings to ensure it is still fresh. It should be kiln dried, and oils and natural chemicals should have already evaporated. Aspen shavings are highly recommended because they come from a hardwood tree devoid of harmful and irritating oils.
For your dwarf hamster to build a nest, it is best recommended to use a white unscented tissue paper. Fluffy bedding bought in some pet stores sometimes may pose a problem to your hamster if swallowed, unlike tissue paper which will digest well when eaten.
